The strongest character in Kamen Rider (Beta)

Right now there isn't have Gotchad and Gavv Because I haven't watch yet. Each form is what I think is the strongest form, including forms where they might be monsters. But there are some figures that I'm not sure about, such as: (Geats IX vs Geats Oneness) , (Cross-Build vs Cross-Evol) The examples given are forms that I'm not sure which form is stronger or weaker. Some forms have a lot of power but their punching and kicking power may be low, making it difficult to choose which form is stronger. IIf there is any information that can be used to determine whether I chose the wrong draft, please feel free to comment. It still Beta because i want it have 512 but now it only 320+ don't worry i update as much as i can And Thank you for playing
